Nottoway’s draft Comprehensive Plan up for public hearing tonight

The 2020 U.S. Census recorded Nottoway County’s population at 15,642. The Weldon Cooper Center at the University of Virginia projects that will decline by about 700 people by 2050. But is that really what will happen?
None of us has an idea what the world will be like in 27 years. For the next seven years at least, Virginia’s Fifth District will be drawn in a way such that 22 out of the 24 localities within are wholly contained within the boundaries. That’s compelling to me and I started this newsletter to learn more about how each jurisdiction is preparing for the future.
This edition focuses on just one meeting. Each edition also has a list of various stories written by journalists across the region. I’m hoping others find this of interest and send on to their friends, family, co-workers, and random strangers.

Nottoway Supervisors to hold public hearing on Comprehensive Plan
The five member Board of Supervisors in Nottoway County will meet at 7 p.m. at the Nottoway County General District Courtroom at 328 W. Courthouse Road in Nottoway. (meeting packet)
There are two public hearings.
The first is for a special exception for a nursery that would like to build a duplex to house workers “that are needed for monitoring acres of covered production greenhouses for temperature, irrigation systems, greenhouse ventilation, and weather-related structural issues.”
The second is for the Comprehensive Plan which is being updated for the first time since 2010.
“The concept of a Comprehensive Plan is far more than a wish list, but rather a forward-looking foundational document which sets out where we want to go and how we wish to get there while acknowledging where we have been,” writes County Administrator Ted Costin.
Costin recommends changing the cover of the Comprehensive Plan from an image of the county courthouse to a military image. A new training center for U.S. diplomatic personnel has opened at Fort Barfoot.
“The new name honors Colonel Van T. Barfoot, a World War II Veteran and Medal of
Honor recipient who lived in Central Virginia after retirement,” reads the draft Comprehensive Plan.
The Comprehensive acknowledges the anticipated population decline. The Commonwealth Regional Council assisted with the update.
The next section of the meeting consists of various reports from various departments.
A new countywide incident reporting system went live at the beginning of the month.
A bid from Kenbridge Construction for the new animal shelter was rejected. A group called Nottoway Cares has been raising funds for this purpose and have a total of $562,258.37.
Boundary line adjustments are in the works for both the Town of Crewe and the Town of Burkeville.
In June, the Nottoway School Board voted to dispose of real property in the Town of Blackstone. The Board of Supervisors is being asked to take over the land and donate it to the Town of Blackstone.
The meeting ends with closed sessions on potential litigation and personnel matters.
