Lynchburg Council to hold public hearing on 306 apartments in Wyndhurst; Nelson County Supervisors to consider distillery permit for Three Notch'd Brewery on Route 151

This is the second installment of the week, and there will be one more tomorrow for the rest of the week. This one features information from Cumberland County, Goochland County, the City of Lynchburg, Nelson County, and Prince Edward County. Let’s get right to it!
Lynchburg Council to consider rezoning for 306 apartments in Wyndhurst; Dearington Apartments to become a revitalization area
The Lynchburg City Council will have a work session at 4:00 p.m. and a regular meeting at 7:30 p.m. The city also seems to have altered the interface for the agendas in such a way to prevent me from linking directly to them. (meeting info page)
Contrast this to the older system where I could not only link you to the agenda but I could send you to specific items. Now, there’s just a 534 page .PDF which I can’t link because you have to sign in to the website to share. And that’s just for the work session! This has apple carted my routine a bit. This appears to be a step backwards in terms of transparency and user experience.
But anyway. The work session has three discussion items and four business briefings for future meetings.
Council will review the Annual Comprehensive Financial Report for FY22 with a presentation from Brown, Edwards, LLC. (not in the packet)
The Lynchburg Parks and Recreation Department will present a master plan that has been developed by Lose Design Consultants (page 6 through 417 of the packet)
There will be another review of the legislative package (beginning on page 418 of the packet)
Under business items:
Lynchburg Redevelopment and Housing Authority seeks to designate Dearington Hills Apartments as a revitalization area. This will help with an application for low-income housing tax credits and was anticipated in the recently adopted master plan for the Dearington neighborhood. Existing units will be demolished and 80 new ones will be built. (page 449)
Goals need to be set for the FY24 Community Development Block Grant and HOME program Annual Action Plan. (page 464)
Developer Bob Connor Inc seeks to file a Comprehensive Plan amendment and a rezoning to build 119 townhome units at 615 Leesville Road. The land is currently zoned a mixture of R-1 and limited business and the request is to R-4. The current Future Land Use Map designates the properties as low density but the request is to change that to high density. The Planning Commission recommended denial of Eastwood Park Townhomes at their meeting in November.
TPB Enterprises seeks a conditional use permit to build 306 apartments in a project known as 434 Center. The lane is at the intersection of Dillard Drive and Enterprise Drive right at the border with Bedford County in Wyndhurst. A previous CUP has expired and that one had fewer apartments. The Planning Commission voted to recommend approval in November on a 3-2 vote with one absence and one vacant position. There’s a public hearing on the regular agenda. (page 505)
The work session will end with a closed session with discussion of the resolution of an active lawsuit against the City of Lynchburg as well as a discussion of candidates for various commissions.

Grace Orthodox Church on Carroll Avenue is seeking a rezoning.
TPB Enterprises seeks a conditional use permit to build 306 apartments in a project known as 434 Center. Councilors heard this project at the work session.
A developer is seeking a rezoning and Future Land Use Map change for an apartment complex off of Old Graves Mill Road.
The city is seeking to appropriate $25 million from the American Rescue Plan Act toward the combined sewer overflow project.

Three Notch’d Brewery’s distillery request goes to public hearing in Nelson
The Nelson County Board of Supervisors will meet at 2 p.m. for the afternoon session followed by an evening session at 7 p.m. (meeting info)
In the afternoon session, there are presentations from the Virginia Department of Transportation, the Drug Court, JABA, Piedmont Virginia Community College, and Firefly Fiber Broadband.
There will also be discussion of new and unfinished business. This includes a request from the Commonwealth’s Attorney for additional funding, an authorization for a public hearing to create an Absentee Precinct, a funding request from the Gladstone Volunteer Fire & Rescue, a plan to allocate HOME-related American Rescue Plan Act, applications for real estate taxes, and proposals to redevelop the county website.
In the evening session there are several public hearings.
There will be an update of the county ordinance to introduce a definition of “short-term rental” as a business activity and to repeal references to Bicentennial merchandise.
The code is also being updated to remove references to a short-term rental registry now that that use will be regulated with business licenses instead.
Three Notch’d Brewery seeks a special use permit to operate a distillery at the site of the former Wild Wolf Brewery.
A landowner on Crabtree Falls Highway seeks a special use permit to operate a campground.
Prince Edward Supervisors to meet for the final time in 2022
The eight-member Prince Edward Board of Supervisors will meet at 7 p.m. for a relatively light agenda. This will be the final meeting for three members who have been serving on an interim basis. Only one of them was elected in November to a full term. (meeting info) (meeting packet)
There are two public hearings. There was to have been a third for a 5 megawatt solar facility but the applicant asked to have that postponed until January.
The first public hearing is to move the polling place for District 7, Precinct 701, from the Farmville Volunteer Fire Department to the Farmville Train Station. The second public hearing is to make changes to the tax deadlines permanent.

There’s an application for “Dog Trial for Jack Russell Terriers” to use the Five County Fairgrounds March 11 and March 12.
A fraternity at Hampden-Sydney seeks a permit to have an annual event in a private field at which 550 attendees are expected.
Economic Development had a busy year with several grants received. Broadband expansion is underway thanks in part to Kinex receiving a $15 million Virginia Telecommunications Initiative (VATI) grant. Another grant will help the Commonwealth Regional Council to launch a new economic development.
Project Clementine refers to a plan to secure $75,000 in funding from the Virginia Tobacco Region Revitalization Commission for Five Pillar Meats as part of a larger package.
Supervisors will also review the performance agreement for an Agriculture and Forestry Industries grant for Sandy River Distillery.
There will be another review of the county’s legislative priorities for 2023. This include support for a one percent sales tax increase to go to public education, allowing Prince Edward County to establish a solid waste fees, and support for Piedmont Regional Jail Authority to hire mental health counselors and other positions. They also seek support for the Sandy River Reservoir project to provide water for Prince Edward and Nottoway.
Cumberland Supervisors to hire firm for Comprehensive Plan review, drop maximum size for private roads

After the Pledge of Allegiance and comments from Administrator Derek Stamey, there will be several reports from department heads and other officials.
Under new business, there is a contract to be awarded for refuse services and another for services related to the Comprehensive Plan. The staff report for the latter does not appear to identify who will be hired and at what cost, but four proposals were received an evaluated. However, the county will award a $61,300 contract to Summit Design and Engineering

The Parks and Recreation Master Plan will be added to the Comprehensive Plan if so voted on by the Board after public comment period is taken.
An amendment to the subdivision ordinance to remove the 800 foot maximum for private roads and to remove a clustering requirement.
An amendment to the zoning ordinance to allow convenience stores and general stores in business districts.

Goochland Supervisors to review options to fund transportation projects
The Goochland Board of Supervisors will have a work session at 1 p.m. in the county administration building at 1800 Sandy Hook Road. The topic is how to pay for transportation projects for the growing county. (meeting info)
“This will review sources that have been utilized, sources not yet used, highlight application process(es) and collaboration that occurs with partners,” reads the staff report. “The goal of staff is to review these sources and present a 6-year funding plan for the transportation CIP, based on existing and forecasted needs.”
The U.S. Census counted 24,727 people in 2020 and the Weldon Cooper Center at the University of Virginia projects that increasing to 34,742 by 2050.
