Lynchburg will get previews of upcoming items including a new behavioral health hospital Centra Health on Leesville Road, and will take action on a couple of individual Councilmembers’ resolutions.
Nelson County Supervisors will hold a public hearing on a ordinance change to allow speed cameras in photo zones and will consider resolutions of support for two transportation projects

Lynchburg City Council to get preview of rezoning for behavioral health hospital
The seven member City Council in Lynchburg will meet at 4 p.m. for a work session followed by a regular meeting. Both sections of the meeting are in Council Chambers in City Hall at 900 Church Street. (work session meeting)
There are five business item briefings which preview action at a later meeting.
Appalachian Power seeks an easement for 3525 John Capron Road for consideration on October 10. (staff report)
There will be a review of the CAPER, which stands for the Consolidated Annual Performance and Evaluation report required for funding from the U.S. Department of Housing and Urban Development. There will be a public hearing on September 26. (staff report) (the CAPER)
There will be adjustments to the fourth quarter budget for FY23 and the first quarter of FY24. This will be on the September 26 public hearing agenda. (staff report)
Centra Health has requested a rezoning for an entrance and parking for a rehabilitation facility and behavioral health hospital at 759 Leesville Road. A portion will be in Campbell County. In Lynchburg this will require a rezoning from R-1 to General Business District (B-5C) as well as a Comprehensive Plan amendment. This will also be on the September 26 agenda. (staff report)
There is a proposal to designate Odd Fellows Road as the Steve Newman Parkway. Newman was first elected to Council in 1988 and served four years in the House of Delegates before being elected to the Virginia Senate. He’s retiring after this year. The item would be on the September 26 agenda. (staff report)
Then there will be a roll call on two topics that individual Councilors want to being up.
Councilmember Marty Misjuns wants a vote on this: "The Charter states (Chapter 6, Section 38) that City Council has the authority to ‘prevent Vice and Immorality” and I am requesting and ordinance to protect minors, be preventing them from being present for sexually charged performances.”
Councilmember Larry Taylor seeks a vote on an MEO Resolution. We learn from the other agenda that this stands for Merit, Excellence, and Opportunity.

The work session will end with a closed session on appointments to several boards and commissions as well as a performance review of the city attorney.

After a recognition of the Lynchburg Fire Department and the consent agenda, there will be a public hearing on a conditional use permit for a 150-foot tall telecommunications tower to be erected at 119 Leroy Bowen Drive. (staff report)
After that, several community members will speak at public comment. One person wants to talk about the potential closure of Dearington Elementary School while another wants to discuss the proposed closure of T.C. Miller Elementary.

There’s a Comprehensive Agreement between Lynchburg City Schools and Southern Air for the design and construction of a heating system at Dunbar Middle School. (staff report)
There’s a resolution to amend the FY24 budget to appropriate $57,200 for the purchase of a Lifepak-15 monitor/defribilator and one Lucas-2 chest compression system. (staff report)
There’s second reading of a transfer for $100,000 from one department to the Office of the General Registrar to assist with staffing issues. (resolution)
Nelson County Supervisors to consider support for two transportation projects
The five member Board of Supervisors in Nelson County will meet at 2 p.m. and 7 p.m. in the General District Courtroom at the Courthouse in Lovingston. (meeting info)
David Blount, the legislative liaison for the Thomas Jefferson Planning District Commission, will kick off the presentation portion of the meeting with a draft agenda for the 2024 General Assembly. (page 84)
The second presentation is from the Virginia Department of Transportation.
There are eight items under new and unfinished business.
There will be a change in the date for the November Supervisors meeting from November 14 to November 16.
There is a resolution of support for a Transportation Alternatives Project grant for the Gladstone Depot. (page 85)
Lovingston is also seeking a TAP grant to widen sidewalks on Front Street and wants a resolution of support. (page 86)
There’s a request for funding for the Nelson County Drug Court to purchase gift cards for participants.
The Nelson Future Farmers of America chapter has a funding request as well for $8,000 for travel to a national competition.
There’s a resolution to authorize a public hearing to correct the budget for FY24 which should be a total of $95,163,565, about $2.1 million more than adopted. (page 87).
There’s a resolution to authorize a public hearing for an amendment to the FY24 budget for school construction fund to appropriate funding from the state’s School Construction Assistance Program. (page 87)
In August, the Board of Supervisors deferred a decision on an outdoor entertainment venue.
In the 7 p.m. session there are three public hearings, but one has already been postponed to another date.
The first is for a special use permit for a guesthouse on property zoned R-1 at 2617 Rockfish Valley Road. This item will be deferred until October.
The second is for a special use permit for a campground at 2601 Falling Rock Drive in Arrington.
The third is to create a photo speed enforcement program for school zones in Nelson County.
Prince Edward Supervisors to hold public hearing on through truck restrictions on Monroe Church Road

C-Store Developer seeks a special use permit for a car wash at the intersection of U.S. Route 15 and State Route 628.
A through-restriction is sought for the entire length of Monroe Church Road between U.S. 460 and State Route 696
Cumberland Supervisors meet today
In the history of this newsletter, Cumberland County is one that I’ve inadvertently skipped many times. I’m very late in getting today’s finished and until about ten minutes ago, the 7 p.m. meeting of the Board of Supervisors takes place at the Circuit Courtroom at 17 Courthouse Circle in Cumberland.
