Hanover County Supervisors to consider rezonings for 97 senior apartments, residential use at church site

Just one meeting today, and let’s get right to it as it’s late and there are election results go to through.
The seven-member Board of Supervisors in Hanover County will meet at 2 p.m. in the Hanover County Administration Building in the Board Room at 7516 County Complex Road in Hanover. (meeting files)
There will be a presentation of a Lifesaving Award to Deputy Matthew Newton. This will be presented by the Virginia Association of Chiefs of Police.
Then there’s a proclamation for Small Business Saturday on November 25, 2023 from the Hanover Chamber of Commerce and the Hanover County Economic Development office.
“According to the United States Small Business Administration, there are currently 33.2 million small businesses in the United States, which represent 99.9% of American companies and are responsible for more than 62 percent of net new jobs created from the years 1995 and 2021,” reads a proclamation.

Supervisors will next get a transportation update from the Virginia Department of Transportation. This includes a road project status update. (read the VDOT report) (view the road project status)
Next up is a presentation on the audit of fiscal year 2023. This goes by the name of the Annual Comprehensive Financial Report. These documents have to be shared with the Virginia Auditor of Public Accounts, as you can see in a portal here.
Then there’s the annual report on economic development for the previous fiscal year.
In the evening session that starts at 6 p.m., there are six planning public hearings.
RCI Builders seek an amendment to a previous rezoning request to amend the cash proffers attached to that decision. The Board of Supervisors eliminated that requirement in 2012 in favor a more nuanced negotiations that are to occur if a project generates more than 380 vehicle trips. In this case, the size of the project is too low to trigger that threshold. (staff report)

There’s a housekeeping amendment to the zoning ordinance “ to establish limitations on the number and duration of extensions of Conditional Use Permits and Special Exceptions in situations where substantial construction or use has not been initiated within one year of approval.” (staff report)
There’s a second zoning amendment “to abolish the requirement of establishing an owners' association for lots served by a private road or access drive when no more than 4 lots are being created.” (staff report)
