Charlotte Supervisors to consider solar refund; Mecklenburg Supervisors to consider siting for 97 megawatt solar facility
Two meetings happening today in southside localities in Virginia's Fifth District
This is a ridiculously busy week in the Charlottesville area, so this week’s summaries are going to be more succinct than possible. But, I want to make sure I get them out because even if things are hectic here, that does not mean other parts of the Fifth District disappear.
This newsletter is an experiment and I’m grateful for the opportunity to have so much to pay attention to in any given week. So, let’s get to this one for Charlotte County and Mecklenburg County!

Charlotte County to consider solar revenue rebate for taxpayers
The seven-member Board of Supervisors in Charlotte County will meet at 1:30 p.m. in the conference room at the county administration building at 250 LeGrande Avenue, Suite A. (agenda packet)
After the call to order and the usual start to a meeting, there will be two public hearings related to a one-time return of funds to taxpayers that came from recent solar projects.
One is a tax credit ordinance for FY23-FY24. This would provide a five cent credit per $100 of the assessed value of real property.
The second is for an amendment to the FY23-FY24 budget for “unbudgeted solar revenue” of $691,500.
According to the agenda, consideration by the board won’t happen until after three other items.
They are a report from the TCCAA and a report from the Virginia Department of Transportation. Then there’s the public comment period. The packet doesn’t seem to define TCCAA.
Then Supervisors will take up the ordinance for the solar tax credit followed by the revenue amendments for FY23-FY24. That’s followed by a resolution to correct the payout made in FY22-FY23.
Then there’s a resolution related to the personal property tax program for Tax Year 2024.
Then Supervisors will hold a discussion on financial planning and next steps. For what purpose is not clear.
After that, there is a resolution to establish a 250 Celebration Committee to plan for 2026. This will likely include working with Red Hill, the final resting place of Patrick Henry.
Then there’s another public comment period. Then other county business will be discussed, followed by the setting of two public hearings. One is a zoning text amendment for poultry facilities for October 10.
The other is for the relocation of a polling place scheduled for December. The latter is related to a current lack of compliance with the Americans with Disabilies Act for some of the current precincts.

The nine member Board of Supervisors in Mecklenburg County meets at 7 p.m. tonight. The agenda is not online, but I am on the email distribution list so I’ve uploaded it to a wiki I frequently use so you can download it here.
However, it’s just the agenda and not a full packet with all of the information.
After the call to order, there are two public hearings.
One is for a special exception permit for Kimberly and Joshua Wood.
The other is for a siting agreement for the Finneywood solar project that Dominion Energy seeks.
“Our proposed Finneywood Solar facility will generate up to 97 megawatts of clean electricity, enough to power up to 25,000 homes at peak output,” reads their website. “The project is located in the northwest portion of Mecklenburg County, positioned between Fort Mitchell Road to the west and Highway 49 to the east.”
Then there will be public comment and then an election update.
At some point, I’ll have an article with more detail on elections, but all nine seats on the Board of Supervisors are on the ballot. Despite that, only two of the nine seats are being contested. More on that later.
During the procurement update, there will be information on upcoming projects.
