April 9, 2025: Charlotte County Supervisors to select interim member; Hanover County Supervisors to get transportation update
Plus: A look at tonight’s meeting in Fluvanna County
Today’s installment is going to be brief. At least, that’s the first sentence as I write it with only about 30 minutes to write it. I am meeting people at 9:30 a.m. and I am late getting started due to the cold weather lulling me into a deep sleep.
But this is an experiment in forcing myself to get information out, so here we are getting to the point. And it’s 20 minutes until I have to be there as I publish!
Hanover County Supervisors to get transportation update, hold public hearing on School Board candidates
The seven member Board of Supervisors in Hanover County will get together at 2 p.m. in the Board Room at 7516 County Complex Road. (meeting overview)
After the invocation and the Pledge of Allegiance, there will be comments from Board members and the County Administrator followed by Citizens’ Time.
Then there will be a presentation from the Virginia Department of Transportation on Highway Matters. Hanover County is served by the Ashland Residency. These materials are available in advance.
The next presentation is from county Traffic Engineer Joe Vidunas on the status of various road projects. The materials for this are 21 pages long with details on 20 projects at various stages of development. The information is presented cleanly as you can see in the image included at the end of this section.
A third presentation is an update on the Connect Hanover initiative being done in partnership with All Points Broadband.
“As part of the Connect Hanover effort, County staff are also working with Brightspeed (formally CenturyLink), GloFiber, and Comcast to deploy high speed internet throughout the County,” reads the staff report. This presentation is not available in advance.
The next act of the afternoon session is adoption of the “FY26 Budget, approval of the Five-Year Capital Improvements Program, approval of the Five-Year General Fund Financial Plan, and approval of associated ordinances, resolutions, tax rates and policies.”
The real property tax rate is proposed at $0.81 per $100 of assessed value. The full list is on page 4 of this document
Then there is a closed session and the motion is very clear and to the point and tells community members the scope of what will be discussed.
“Va. Code § 2.2-3711(A)(1) – Discussion of benefits of County Administrator”
There’s a public hearing scheduled after the closed session and after a recess until 6 p.m. This is to receive nominations for School Board members. These are for the Cold Harbor and South Anna magisterial districts and the vote on appointments will be on May 28, 2025.
Charlotte County Supervisors to appoint interim member
The Charlotte County Board of Supervisors will go into closed session at 5:30 p.m. to select someone to serve as an interim member for the Charlotte Court House District. Gary Walker resigned recently as per an agreement made after he issued an Alford plea last September on five counts of failing to disclose personal interests in certain property. (learn more)
The regular meeting will begin at 6 p.m. and begin with the usual opening portions plus a swearing-in of whoever is named to the position. (agenda)
Then there will be a lot more, and I would like to provide more details but I am running out of time for this edition. At the moment, the Board is also seeking a new county administration and they’ll enter into a closed session during this meeting to discuss the application.
Fluvanna Planning Commission to hold public hearing for archery goods store
The five member Fluvanna County Planning Commission will hold a work session at 6 p.m. followed by a regular meeting at 7 p.m. They meet in the Morris Room of the Fluvanna County Administration Building at 132 Main Street in Palmyra. (meeting packet)
The work session will be a review of the county’s landscaping ordinance.
There are two public hearings and three site development plans at this meeting.
The first public hearing is for a special use permit for a specialty retail store. The applicantm Brecht Sprouse, seeks to open a sporting goods store in an existing building at 1474 North Boston Road in Troy. Sprouse currently operates such a store in Albemarle County near Glenmore. (learn more)
“There will be an outdoor archery range with enclosed lanes, with classes offered, but there will be no outdoor shooting of firearms,” reads the staff report.
The second is for a special use permit for a primitive campground on land on the James River that is only accessible from Buckingham County.
“The applicant is proposing to construct three primitive campsites, each of which will consist of a picnic area and firepit,” reads the staff report. “The applicant may place porta johns on the property, but no other buildings are planned.”
The first site development plan is for the Puopolo Living Trust and a sketch plan and a request for a sidewalk waiver for two industrial warehouse buildings in the Zion Crossroads Community Planning Area. (learn more)
The second plan is for TLP Construction and a sketch plan for a contractor’s storage yard for Martin Horn. (learn more)
The third is for a new landfill at the now-closed Bremo Bluff power station. (learn more)
There is also a resolution to identify the county’s GIS map as the official zoning map for Fluvanna. This will require a public hearing at the May 13, 2025 meeting. That’s the next time the Fluvanna County Planning Commission will convene. (learn more)
